The former police chief of New London, Connecticut, won't be charged with a crime for telling a teen that if she posed nude for him, the underage alcohol charges against her would be dropped. In 2013, Janelle Westfall was 18 when arrested by David Seastrand, then 50, as she walked home from a party. He called her to his office four days later and by her account, "He said would grab the station's camera to shoot a series of nude photos of me, and then he'd hold it over my head for two years to be sure I didn't commit another crime." Seastrand later resigned and Westfall received a $70,000 settlement from the city.
